Can anybody tell me what the law is regarding paper boys, ie, what is the earliest time that they can start in the morning? There is a law covering child working but could somebody enlighten me. Where I live in North Horsham children are delivering papers at 6.15 am on a school day. What time do these children get up?
Also who monitors the news agents to check if they are complying with the law? I did ask west sussex trading standards some time ago and they had no idea!
