With the introduction of HIPPS on 1st June does everybody who is looking at selling their House understand what is required or who is going to provide the required information?
My thoughts are probably not 
I am progressing to become a Fully Licenced Home Inspector / Domestic Energy Assesor for the role out of this legislation - I am based in Southwater and would wellcome questions or queries regarding what appears to be a poorly understood area of legislation that will affect everyone selling their property later on this year.

Hi Merlin Thank you for registering and welcome to the forums. I must admit I am a bit unsure what is involved with Home Information Packs. As I understand it the new system is quite 'watered down' from the initial proposals. Perhaps you could give us a few details. Regards

Only too pleased too.
In June 2007, new legislation will be introduced which requires (almost) all homeowners to provide a Home Information Pack (HIP) prior to permitting their property to be advertised for sale.
The HIP will contain most of the information that would normally be prepared in advance of a sale by your conveyancer - but importantly, will also contain an entirely new requirement - an energy performance certificate (EPC).
It may also contain a Home Condition Report (HCR) whilst this has been removed from the mandatory element at present it still form a very important aspect of the "new" way in which propertys will be sent to the market place.
This Report is an effective inspection of your property undertaken with a view to completing a proscribed range of criteria about the property, specifically providing a condition rating on various elements of the construction. It can only be undertaken by a Licensed Home Inspector.
Basically every document one has to wait for , searches reports etc is prepared prior to the property being marketed by the estate agent and is available for prospective purchasers to read, this should in theory speed up the selling/purchasing of the property as all information (especially if a Home Inspection is included as this gives prospective purchasers a rating from 1-3 for elements of the property 1 being no prblems 3 identifying areas of concern, which may then lead you to instructing a surveyor or not dependant on the HCR report) is available for them to decide if they want to purchase or not.
The question of cost is on everybodys lips - overall during the dry runs around the country the existing cost of selling your property and that of the new format differed only slightly circa £150-300 variance which is not a greaty deal (and some variance was put down to not knowing what was required during the dry run!!) - the cost if any also has to be balanced against the reduction in time of the selling process once a sale is agreed as you do not have the wait for all of the documents taht are in the HIPP PACK allready.
