This foot path is not a recognised or proper footpath and therefore local council at the time did not want to know. I explained all the normal stuff about healthy kids, more awake at school, better work, road safety, less pollution etc but there were not intrested. They are also responsible for the Leisure Centre and its play areas. I would suggest you give them a ring.
