Basically the Mole Valley District Councillor (Julian Shersby) suspects that the current work being carried out on the A24 at Capel is unnecessesary and is only being done to increase the chances of a successful planning application on the site.</FONT></DIV><DIV><FONT face=Arial size=2></FONT> </DIV><DIV><FONT face=Arial size=2>Surrey County Council have rejected his claims but Julian Shersby makes a good case.
