On the 3rd and 4th floor there were a number of youths hanging out of the windows by the lifts and others sat on the floor. Bored teenagers?? Yes, most likely. There had been a fire inside the lift, the soot was all over the surfaces.  Who maintains and patrols this hole?  Anyone?&lt;br&gt;&lt;br&gt;See the picture attached.
