The following is copied directly from the Highway Code website...

"Waiting restrictions indicated by yellow lines apply to the carriageway, pavement and verge"

So, in the case of the council van in my photo, an offence has been committed.

Now, who enforces parking regulations? That's right, it's the council........

That would depend one whether an obstruction was being caused by the vehicle!

It's not an offence to park off the road e.g. on a grass verge, so if the paved area isn't technically the walkway then it shouldn't be a problem. Certainly the police aren't interested and aren't able to issue tickets for parking on grass verges - I know, I tried!

Nice photo. Not sure whether that is a parking offence given that it is totally off the road! It is blocking the cycle lane by the looks of it.

As you say, three car parks within very easy distance

If you are stuck for somewhere to park, take a leaf out of HDC's copy of the Highway Code. When the pavements are all full please use the car parks!

Blue badge holders can park where they like as far as I know. Now they have to pay to use the carparks they will use the roads, not sure what can be done about it though. As a cyclist who uses East Street I am aware of the perils! However, I think that it is not just blue badgers who park there. Lots of others park up for short stays.

When will HDC start to control parking in East Street. It always seems to be a haven for disabled "blue badge" holders. As if there isn't enough allocated parking for disabled people in Horsham as it is,( Swan Walk, The Forum and on street in the Carfax), they then have to park on double yellow lines in East Street, thus causing all other traffic to use the cycle path on the opposite side of the road. The parking wardens just turn a blind eye to it.

It is a narrow road anyway so how about trying to keep it clear for the rest of us.:angry:
